What is Weatherization?
Weatherization is a program to help reduce heating and energy costs for low income families by improving the energy efficiency of their homes.
Through Weatherization you can cut your heating bills, save energy, and have a warmer home.
SCCAP administers the Weatherization Program for Adams, Cumberland, Dauphin, and Franklin Counties.
What does Weatherization Do?
Services provided by Weatherization can include energy audits, insulation, air sealing, electrical reduction measures, minor heating repairs, and energy usage education.
(We do not typically replace Windows or Doors and we cannot repair or replace roofs)
Who Qualifies and How do I Apply?
Due to limited funding and a very large number of applicants we must maintain a Weatherization Inquiry List.
To be placed on our inquiry list, please complete the Inquiry form (only 1 form per household). This puts you on an inquiry form, once your name is pulled, we will email you the full application. Currently it takes approximately 3+ years to be pulled from the Inquiry List.
Your household gross income must be below the number listed below and we will require documentation at time of eligibility assessment:
Household of 1 - under $29,160
Household of 2 - under $39,440
Household of 3 - under $49,720
Household of 4 - under $60,000
Household of 5 - under $70,280
Household of 6 - under $80,560
Add $10,280 for each additional household member
Renters are eligible if they pay their own heating and electrical bills and the landlord grants permission and agrees not to raise the rent or evict the tenant for a period of 18 months
Homes which have been weatherized after September 30, 1994 are not eligible to be weatherized again
Other Help
Utility companies also fund weatherization under the Low Income Usage Reduction Programs. SCCAP participates in this program. To apply for these programs, contact your local gas or electric utility company.
Eligibility is based on income and energy usage and varies by company.

Broken Heating Systems
During the heating season (typically November - March), if your heating system breaks, you may be eligible for assistance though your local County Assistance Office. When you contact them, ask for the Crisis Heating Assistance Program.

Who pays for this?
The Weatherization program is funded by the US Department of Energy and local utility companies. This work is completed free of charge for those that are determined to be eligible and approved for services. There are no liens placed on the home because of these services.
